Aluminum, Copper & Other Non-Ferrous Foundries

Applicability

eCFR Subpart ZZZZZZ [ecfr.gov]

Subpart ZZZZZZ applies to aluminum, copper and other non-ferrous foundries that are an area source* of HAPs (Hazardous Air Pollutants). The rule applies to foundries that pour molten metal into forms to produce castings. The rule only applies to facilities have an annual melt production (for existing facilities) or annual melt capacity (for new facilities) of at least 600 tons per year. (Consult the rule to determine how to calculate annual melt production.)

HAPs of concern include beryllium, cadmium, lead, manganese, or nickel (for aluminum foundries); lead, manganese, or nickel (for copper foundries); and chromium, lead, and nickel (for other non-ferrous foundries).

Not subject to this rule: Foundry operations that are die-casting, or are producing primary metal products, such as billets and forms.

*An area source of HAP has the potential to emit <10 tons per year (tpy) of a single HAP or <25 tpy of a combination of HAPs.

Source Classification

  • Existing Source = constructed or reconstructed before 2/9/09
  • New Source = constructed or reconstructed on or after 2/9/09

Initial Notification

  • Existing source = 10/23/09
  • New source = 10/23/09 or 120 days after startup

Compliance Dates

  • Existing source = 6/27/11
  • New source = 6/25/09 or upon startup

Performance Test (Large foundry only)

  • Existing source = 12/24/11
  • New source = 12/22/09 or 180 days after compliance date

Compliance Status Notification

  • Existing Source = 10/25/11
  • New Source = 10/23/09 or 120 days after compliance date
  • Large Foundry
    • Existing Source = 2/22/12
    • New Source = 60 days after performance test

Annual metal melt increase > 600 tpy

  • Notify 30 days after calendar year total goes above 600 tpy
  • Comply within 2 years of notification
