Secondary Aluminum Production

This subpart applies to:
- Affected sources at secondary aluminum production facilities that are Major or Area Sources of HAPs*.
Affected sources:
- At Major Sources:
- Aluminum scrap shredders;
- Thermal chip dryers;
- Scrap dryers, delacquering kilns, and decoating kilns;
- Group 2 furnaces;
- Sweat furnaces;
- Dross-only furnaces;
- Rotary dross coolers;
- Secondary aluminum processing units.
- At Area Sources:
- Thermal chip dryers;
- Scrap dryers, delacquering kilns, and decoating kilns;
- Sweat furnaces;
- Secondary aluminum processing units containing one or more group 1 furnace emission units other than clean charge.
Not subject to this subpart:
- Research and development facilities that are not used to produce a saleable product.
*Major Sources of HAPs emit or have the potential to emit:
- ≥ 10 tons/year of any single HAP; or
- ≥ 25 tons/year of total HAPs.
- Area Sources emit less than Major Sources.

Source Classification
- Existing Source = commenced construction or reconstruction on or before Feb 11, 1999.
- New Source = commenced construction or reconstruction after Feb 11, 1999.
Initial Notification
- Existing Source = Must submit by Jul 22, 2003.
- New Source = Must submit by Jul 22, 2000 or within 120 days of initial startup, whichever is later.
Compliance Date
- Existing Source = Mar 24, 2003.
- New Source = Mar 24, 2000 or upon startup, whichever is later.
Notification of Compliance Status
- Existing Source = Must submit by May 23, 2003.
- New Source = Must submit within 90 days of compliance date (or within 90 days of any initial performance test, if required).
