Laws & Regulations

The Nebraska Legislature enacts laws that provide the basic framework on which the Nebraska Department of Environment and Energy (NDEE) builds environmental programs for the state. The Legislature created the Environmental Quality Council to serve as the rulemaking body for the agency. Nebraska laws and regulations may also refer to federal environmental laws and regulations.


Public notice and public participation are integral to the rulemaking process. NDEE welcomes public participation during all phases of regulation development. This participation can occur at the planning and drafting phase as well as the public hearing on any proposed regulation.
