Primary Copper Production

Applicability

eCFR Subpart QQQ [ecfr.gov]

This subpart applies to:

  1. Affected sources primary copper smelters that are, or are part of, Major Sources of HAPs* and the primary copper smelter uses batch copper converters.

Affected sources:

  1. Copper concentrate dryers;
  2. Smelting furnaces;
  3. Slag cleaning vessels;
  4. Copper converter departments;
  5. All fugitive emission sources.


Definition of "Primary copper smelter":

  • Any installation or any intermediate process engaged in the production of copper from copper sulfide ore concentrates through the use of pyrometallurgical techniques.


*Major Sources of HAPs emit or have the potential to emit:

  • ≥ 10 tons/year of any single HAP; or
  • ≥ 25 tons/year of total HAPs.
  • Area Sources emit less than Major Sources.

Source Classification

  1. Existing Sources = Commence construction or reconstruction before April 20, 1998.
  2. New Sources = Commence construction or reconstruction on or after April 20, 1998.
