Primary Copper Production
Applicability
eCFR Subpart QQQ [ecfr.gov]
This subpart applies to:
- Affected sources primary copper smelters that are, or are part of, Major Sources of HAPs* and the primary copper smelter uses batch copper converters.
Affected sources:
- Copper concentrate dryers;
- Smelting furnaces;
- Slag cleaning vessels;
- Copper converter departments;
- All fugitive emission sources.
Definition of "Primary copper smelter":
- Any installation or any intermediate process engaged in the production of copper from copper sulfide ore concentrates through the use of pyrometallurgical techniques.
*Major Sources of HAPs emit or have the potential to emit:
- ≥ 10 tons/year of any single HAP; or
- ≥ 25 tons/year of total HAPs.
- Area Sources emit less than Major Sources.

- Existing Sources = Commence construction or reconstruction before April 20, 1998.
- New Sources = Commence construction or reconstruction on or after April 20, 1998.
