Organic Liquids Distribution (non-gasoline)

This subpart applies to:
- Affected sources at organic liquids distribution (OLD) (non-gasoline) operations at Major Sources of HAPs*.
Affected sources:
- Collection of activities and equipment used to distribute organic liquids into, out of, or within a facility;
- All storage tanks storing organic liquids;
- All transfer racks at which organic liquids are loaded into or unloaded out of transport vehicles and/or containers;
- All equipment leak components in organic liquids service that are associated with:
- Storage tanks storing organic liquids;
- Transfer racks loading or unloading organic liquids;
- Pipelines that transfer organic liquids between storage tanks and/or transfer racks that are subject to this subpart;
- All transport vehicles while they are loading or unloading organic liquids at transfer racks subject to this subpart;
- All containers while they are loading or unloading organic liquids at transfer racks subject to this subpart.
Not subject to this subpart:
- Oil and natural gas production field facilities (as defined in NESHAP HH);
- Natural gas transmission and storage facilities (as defined in NESHAP HHH);
- OLD operations located at research and development facilities.
- Storage tanks, transfer racks, transport vehicles, containers, and equipment leak components that meet any of the following:
- Are part of an affected source under another Part 63 NESHAP;
- Are non-permanent and used only in special situation distribution loading and unloading operations (e.g., maintenance or upset liquids management);
- Are used only to conduct maintenance activities (e.g., stormwater management, liquid removal from tanks for inspections and maintenance, or changeovers to a different liquid stored in a storage tank).
*Major Sources of HAPs emit or have the potential to emit:
- ≥ 10 tons/year of any single HAP; or
- ≥ 25 tons/year of total HAPs.
- Area Sources emit less than Major Sources.
