This subpart applies to:

1. Storage vessels with a capacity ≥ 75 cubic meters (m3) (19,812.90 gal) used to store volatile organic liquids (VOL), which commenced construction, modification, or reconstruction after July 23, 1984

Not subject to this subpart:

1. Storage vessels with a capacity ≥ 151 m3 (39,889.98 gal) storing liquid with a maximum true vapor pressure of < 3.5 kilopascals (kPa).
2. Storage vessels with a capacity ≥ 75 m3 (19,812.90 gal) and < 151 m3 (39,889.98 gal) with a maximum true vapor pressure of < 15.0 kPa.
3. Vessels at coke oven by-product plants.
4. Pressure vessels designed to operate in excess of 204.9 kPa without emissions to the atmosphere.
5. Vessels permanently attached to mobile vehicles such as trucks, railcars, barges, or ships.
6. Vessels with a design capacity ≤ 1,589.874 m3 (420,000.28 gal) used for petroleum or condensate stored, processed, or treated prior to custody transfer.
7. Vessels located at bulk gasoline plants.
8. Storage vessels located at gasoline service stations.
9. Vessels used to store beverage alcohol.
10. Vessels subject to NESHAP GGGG.
