Electric Arc Furnace Steelmaking Facilities

Applicability

eCFR Subpart YYYYY [ecfr.gov]

This subpart applies to owners and operators of new and existing electric arc furnace (EAF) steelmaking facilities that are area sources of hazardous air pollutants. For the purposes of this subpart an EAF steelmaking facility means a steel plant that produces carbon, alloy, or specialty steels using an EAF.

This subpart does not apply to the following:

  • Research and development facilities.
  • EAF steelmaking facilities at steel foundries.
  • EAF steelmaking facilities used to produce nonferrous metals.

*An area source of HAP has the potential to emit <10 tons per year (tpy) of a single HAP or <25 tpy of a combination of HAPs.

Important Dates

Source Classification

  • Existing Source = constructed or reconstructed on or before 9/20/2007
  • New Source = constructed or reconstructed after 9/20/2007

Compliance Dates

  • Existing source = 6/30/2008
  • New source = 12/28/2007 or upon startup

Initial Notification

  • Existing source = 4/26/2008
  • New source = 120 days after startup

Notice of Intent to Test

  • 60 days prior to test

Compliance Status Notification

  • Existing source = 7/30/2008 or 60 days after test (if required)
  • New source = 30 days after compliance date or 60 days after test (if required)

Compliance Report

  • Semiannual
  • According to schedule in Title V operating permit
