| Note 3: | A Certified Installer with the Mound System Endorsement or a Professional Engineer may construct a mound system without the need for a construction permit as long as the design, layout, and construction meets the endorsed mound system requirements specified in Title 124. The Installer or Engineer must still register the system. |
