Applicability

eCFR Subpart LLL [ecfr.gov]

This subpart applies to:

  1. Affected sources at portland cement plants.

Affected sources:

  1. Kilns:
    1. Includes alkali bypasses and inline coal mills;
    2. Does not include kilns that burn hazardous waste and are subject to NESHAP EEE;
  2. Clinker coolers;
  3. Raw mills;
  4. Finish mills;
  5. Raw material dryers;
  6. Open clinker storage piles;
  7. Major Sources only:
    1. Raw material, clinker, or finished product storage bins;
    2. Conveying system transfer points;
    3. Bagging and bulk loading/unloading systems.



Not subject to this subpart:

  1. Crushers;
  2. Onsite sources subject to standards for nonmetallic mineral processing plants in NSPS OOOO.

Important Dates

Source Classification

  • Existing Source = commenced construction or reconstruction on or before May 6, 2009
  • New Source = commenced construction or reconstruction after May 6, 2009

Initial Notification

  • Existing Sources = Sep 9, 2015
    • Compliance date for open clinker pile requirements is Feb 12, 2014.
  • New Sources = Feb 12, 2013 or upon startup, whichever is later.

Notice of Intent to Test

  • 60 days prior to test

Compliance Status Notification

  • Required to test = 60 days after test
  • No test, but opacity or visible emissions observation required = 30 days after observation

Compliance Reports

  • Semiannual
  • 30 days following end of calendar half
