Applicability

eCFR Subpart F [ecfr.gov]

This subpart applies to:

  1. Affected facilities at portland cement plants that commence construction or modification after Aug 17, 1971.


Affected facilities:

  1. Kilns
  2. Clinker coolers
  3. Raw mill systems
  4. Finish mill systems
  5. Raw mill dryers
  6. Raw material storage
  7. Clinker storage
  8. Finished product storage
  9. Conveyor transfer points
  10. Bagging and bulk loading and unloading systems


Potential Exemption:

  1. Affected sources subject to this subpart with different emissions limits or requirements for the same pollutant under another regulation in title 40 of this chapter. Once in compliance with the more stringent requirement the source is no longer subject to the less stringent requirement.

Notes

On Feb 12, 2013, EPA issued final rules for NSPS 1F and NESHAP 3L for portland cement plants. The amended rules include revised emission limits for PM, mercury, THC, and HCl, as well as minor changes to recordkeeping and startup/shutdown requirements.
