eCFR Subpart IIII [ecfr.gov]

You are subject to this subpart if you own or operate a new, reconstructed, or existing affected major source in which you choose to include any coating operations which appply coatings to:
1. new other motor vehicle bodies or body parts for new other motor vehicles;
2. parts inteded for use in new automobiles, new light-duty trucks, or new other motor vehicles;
3. aftermarket repar or replacement parts for automobiles, light-duty trucks, or other motor vehicles;
