AltEn Facility Response Group LAGOON SOLIDS RAP

Former AltEn Facility, Mead, Nebraska

 

 

Notice is hereby given pursuant to Neb. Rev. Stat. §81-15,185.01 that the Nebraska Department of Water, Energy, and Environment (DWEE) is proposing approval of the Remedial Action Plan (RAP) and two addenda to the RAP for solidification, consolidation, and on-site management of lagoon solids associated with the former AltEn Ethanol facility (Site) near Mead, Nebraska.  The RAP and RAP addenda were prepared, and the proposed actions contained therein would be performed, by the AltEn Facility Response Group (FRG) under the DWEE Voluntary Cleanup Program (VCP).  The facility address is 1342 County Road 10, Mead, Nebraska and is located in portions of the southwest and northwest quarters of Section 12 in Township 14 North, Range 8 East, of the 6th Principal Meridian, Saunders County, Nebraska. 

 

The Site contains approximately 118,000 tons of pesticide-polluted lagoon solids and wastewater treatment solids. For management of the solids, the RAP proposes to solidify them with soil and Portland cement, consolidate the solids within the Northeast and Southeast Lagoons, cap the solids with a synthetic liner, install a passive gas venting system, implement a Maintenance and Monitoring Plan, establish financial assurance and groundwater monitoring, and place an environmental covenant across the property limiting land and groundwater use and prohibiting disturbance of capped areas.  The RAP does not address other media at the Site. 

 

Any person may receive additional information and submit written comments regarding the proposed actions, on or before March 3, 2026.  DWEE will hold a public information session on March 4, 2026, from 5:00pm to 6:00pm at the Mead High School gym, 114 N Vine Street, Mead, NE.  A public hearing regarding the proposed RAP is scheduled for March 4, 2026, to be held at the Mead High School gym beginning at 6:30pm.  Comments should be mailed to Mr. Tom Buell, Remediation Division, Nebraska Department of Water, Energy, and Environment, 245 Fallbrook Blvd., Suite 100, Lincoln, NE 68521, or sent via email to dwee.vcpbrownfields@nebraska.gov
