Wood Furniture Manufacturing
eCFR Subpart JJ [ecfr.gov]
This subpart applies to:
- Facilities engaged, in part or in whole, in the manufacture of wood furniture or wood furniture components, and located at a Major Source of HAPs*.
Not subject to this subpart:
- Research or laboratory facilities;
- Surface coating of metal parts and products (other than metal components of wood furniture) subject to NESHAP MMMM;
- Surface coating of plastic parts and products (other than plastic components of wood furniture) subject to NESHAP PPPP;
- Surface coating of wood building products subject to NESHAP QQQQ;
- Surface coating of metal furniture subject to NESHAP RRRR.
*Major Sources of HAPs emit or have the potential to emit:
- ≥ 10 tons/year of any single HAP; or
- ≥ 25 tons/year of total HAPs.
- Area Sources emit less than Major Sources.
Partial Exemptions**:
- Incidental wood furniture manufacturers.

- Existing source = construction/reconstruction on or before 12/6/1994
- New source = construction/reconstruction after 12/6/1994
Initial Notification
- Existing source = 8/29/1995
- New source = As soon as possible before startup
Compliance Dates
- Existing source
- > 50 tons of HAP = 11/21/1997
- < 50 tons of HAP = 12/7/1998
- 11/21/11 standards = 11/21/14
- New source = 12/7/1995 or upon startup
Initial Statement of Compliance Report & Workplan
- 60 days after compliance date
Continuous Compliance Reports
- Semi-annual
- 7 months after compliance date and every 6 months after
- Due on the 30th day following 6th month
