Stationary Combustion Turbines

Applicability

eCFR Subpart YYYY [ecfr.gov]

This subpart applies to:

  • New stationary combustion turbines with a rated peak power output of at least 1.0 MW, and located at a Major Source of HAPs.

Not subject to this subpart:

  • Existing turbines.
  • Emergency-use turbines.
  • Turbines located on the North Slope of Alaska.
  • Turbine engine test cells/stands.
  • Duct burners and waste heat recovery units.


On Aug 18, 2004, EPA stayed the effectiveness of the emission and operating limitations for lean-premixed gas-fired and diffusion flame gas-fired turbines. These turbines must comply only with the Initial Notification requirements in 63.6145 until EPA takes final action on the stay. See the Federal Register document below.

Important Dates

Source Classification

  • Existing Source
    • Commenced construction or reconstruction on or before Jan 14, 2003.
    • Existing Sources are not subject to this rule.
  • New Source
    • Commenced construction or reconstruction after Jan 14, 2003.

Initial Notification

  • Startup before March 5, 2004
    • Must submit by July 2, 2004
  • Startup after March 5, 2004
    • Must submit within 120 days of becoming subject to this subpart.

Compliance Dates

  • Startup before March 5, 2004
    • Must comply by March 5, 2004
  • Startup after March 5, 2004
    • Must comply upon startup

Notification of Intent to Test

  • Must submit at least 60 days prior to any planned performance test.

Notification of Compliance Status

  • For formaldehyde emission limit, must submit within 60 days of the performance test.

Compliance Reports

  • Required semiannually for sources subject to formaldehyde emission limits.
  • First report
    • Must cover the period beginning on the compliance date and ending on June 30 or Dec 31, whichever comes first.
    • Must be postmarked by July 31 or Jan 31, whichever comes first following the reporting period.
  • Subsequent reports
    • Must cover the period from Jan 1 - June 30 or July 1 - Dec 31.
    • Must be postmarked by July 31 or Jan 31, whichever comes first following the reporting period.
