Applicability

eCFR Supart DDDDDD [ecfr.gov]

On or before April 17, 2012:
If you own or operate a plant that produces polyvinyl chloride (PVC) or copolymers and is an area source of HAP emisions, then you are subject to this supart.

After April 17, 2012:
If you own or operate one or more polyvinyl chloride and copolymers process unit that is located at or is part of an area source of HAP emissions, then you are subject to this subpart.
