NOTICE OF PUBLIC HEARING AND PERMIT ISSUANCE

STATE OF NEBRASKA

DEPARTMENT OF ENVIRONMENT AND ENERGY (NDEE)

 

Notice is hereby given that the Department of Environment and Energy (NDEE) proposes to issue the Nebraska Pretreatment Program (NPP) permit to Sustainable Beef, LLC, 1701 S Newberry Road, North Platte, Nebraska (NPP# NE0140112; SIC 2011).  Notice is also hereby given pursuant to the Nebraska Department of Environment and Energy (NDEE) Title 119, Rules and Regulations Pertaining to the Issuance of Permits Under the National Pollutant Discharge Elimination System, and NDEE Title 115, Rules of Practice and Procedure, Chapter 3, that the NDEE NPDES and State Permits Section will be conducting a Public Hearing on March 18, 2025, beginning at 6:00 P.M. Central Time (CT) at the North Platte Public Library meeting room, 120 West 4th Street, North Platte, Nebraska.  The purpose of the hearing is to receive testimony and evidence regarding the proposed issuance of the NPP Permit NE0140112 in accordance with NDEE Title 119 and in accordance with NDEE Title 115, Rules of Practice and Procedure. 

 

NDEE is also hosting a public information session. The public information session begins at 4:00 P.M. CT on March 18, 2025, at the North Platte Public Library meeting room, located at 120 West 4th Street, North Platte, Nebraska.  The session will end at 5:00 P.M. CT prior to the public hearing for the proposed permit NE0140112.  The public information session will provide information regarding the proposed permit. 

 

The Sustainable Beef, LLC facility is a beef processing facility that will process a maximum of 1,875 head of cattle per day.  Process and non-process wastewater will discharge through Outfall 001 to the City of North Platte publicly owned treatment works, which discharges wastewater to the North Platte River, Segment NP1-10000 in the North Platte River Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations.  The draft permit, fact sheet, and other public information are available for review at NDEE’s Lincoln Office between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays, at 245 Fallbrook Boulevard, Lincoln, Nebraska, Suite 100.  A copy of this permit and fact sheet are also available on the Department’s website at dee.nebraska.gov.  All interested persons may attend and testify orally or by written submission at the public hearing.  Interested persons may also submit written comments by mail addressed to: NPDES and State Permits Section, NDEE, PO Box 98922, Lincoln, NE 68509-8922 prior to the hearing, which will be entered into the hearing record if received by 5:00 P.M.
