Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Raven Northbrook LLC, (FID 108432), a data center for the removal of 8 Type 1 emergency engines, the rename and relocation of the two Type 2 emergency engines, and the addition of an emergency fire pump (Standard Industrial Classification code 7373) located at 14734 Friend Plaza, Papillion, Sarpy County, Nebraska, 68059.
The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed modification at this facility will be: 0.05 tpy of Particulate Matter (PM); 0.05 tpy of PM ≤ 10 microns (PM10); 0.05 tpy PM ≤ 2.5 microns (PM2.5); -0.01 tpy Sulfur Dioxide; 0.58 tpy Oxides of Nitrogen; 0.11 tpy Carbon Monoxide; 0.01 tpy Volatile Organic Compounds; 1.42e-04 tpy of Benzene; and 5.96e-04 tpy total HAPs.
Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.
The Department proposes to issue a construction permit with specific conditions, based on Title 129, that is to remove eight (8) group B Type 1 emergency engines, rename and relocate the two (2) type 2 emergency engines, and add another emergency fire pump (DFP-2). Both emergency fire pumps are reduced from the 500 hours per year to 200 hours per year. This permit also prescribes testing and recordkeeping requirements.
The proposed permit and supporting materials are available January 8th, 2025 through February 10th, 2025 at the NDEE, 245 Fallbrook Blvd, STE 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
