You are subject to this subpart if you own or operate a carbon black production facility that is an area source of HAP emissions.
This subpart applies to each new or existing affected source. The affected source is each carbon black production process unit.
The affected source includes all waste management units, maintenance wastewater, and equipment components that contain or contact HAP that are associated with the carbon black production process unit.
An affected source is an existing source if you commenced construction or reconstruction of the affected source on or before April 4, 2007.
This subpart does not apply to research and development facilities.
