Pesticide Active Ingredient Production

Applicability

eCFR Subpart MMM [ecfr.gov]

This subpart applies to:

  1. pesticide active ingredient manufacturing process units (PAI process units), located at Major Sources of HAPs*, that process, use or produce HAP, and associated equipment.

Associated equipment:

  1. Waste management units;
  2. Heat exchange systems;
  3. Cooling towers.


*Major Sources of HAPs emit or have the potential to emit:

  • ≥ 10 tons/year of any single HAP; or
  • ≥ 25 tons/year of total HAPs.
  • Area Sources emit less than Major Sources.


Not subject to this subpart:

  1. Research and development facilities;
  2. PAI process units that are subject to NESHAP F;
  3. Ethylene production;
  4. Coal tar distillation;
  5. Stormwater from segregated sewers;
  6. Water from fire-fighting and deluge systems, including testing of such systems;
  7. Spills;
  8. Water from safety showers;
  9. Noncontact steam boiler blowdown and condensate;
  10. Laundry water;
  11. Vessels storing material that contains no organic HAP or contains organic HAP as impurities only;
  12. Equipment intended to operate in organic HAP service for less than 300 hours per calendar year.
