The Nebraska Department of Environment and Energy’s ONE RED program is developing plans and programs to leverage federal funding to strengthen our economy while reducing harmful air pollutant emissions. NDEE is identifying voluntary measures and financial incentive programs that can achieve short-term and long-term emissions reductions in all economic sectors by implementing new technologies and systems to support producers, industries, and residents across the state.
 



In August 2023 NDEE received a $3 million Climate Pollution Reduction Planning Grant from the U.S. Environmental Protection Agency (EPA) to develop Nebraska’s first state-wide climate action plans to reduce greenhouse gas (GHG) emissions and other harmful air pollutants in the state. Through this award, NDEE consulted with many stakeholders across the state to develop a Priority Climate Action Plan (PCAP) that identified high-impact, readily-implemented actions to begin reducing GHG emissions through voluntary actions and financial incentives.

In July 2024, EPA announced an award of $307 million to NDEE to implement selected measures described in Nebraska’s PCAP. NDEE has finalized the workplan for this implementation grant and has begun developing these programs.

In the second phase of the planning program, NDEE is developing a Comprehensive Action Plan (CAP) to develop short-term and long-term greenhouse gas reduction measures across all sectors of the economy. The plan will also assess potential benefits statewide as well as specifically to low-income and underserved communities. The CAP, which is due by December 2025, will also analyze workforce impacts arising from the proposed actions and associated training needs.
