Notice is hereby given pursuant to Neb. Rev. Stat. § 81-15, 185.01 that the Nebraska Department of Environment and Energy (NDEE) is proposing approval of the Remedial Action Plan (RAP) for the Vishay Dale Electronics Plant 6 Facility, which is located at 2064 12th Avenue Columbus, Nebraska 68601. The site is located in the southwest quarter of the northeast quarter of Section 20, Township 17N, Range 1E.
Groundwater, soil, and soil gas at and downgradient of the site have been contaminated as a result of previous operations. The contaminants of concern (COCs) are primarily the volatile organic compounds tetrachloroethene (PCE), trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE), 1,1-dichloroethane (1,1-DCA), 1,1,2-trichloroethane (1,1,2-TCA), and vinyl chloride. The proposed remedial action will address on‑site soil and groundwater contamination. Subsequent remedial action(s) will address on-site soil vapor contamination; off-site groundwater and soil vapor contamination; as well as any additional on-site and/or off-site remedial actions deemed necessary, as informed by investigation and remedial action activities at or near the site and performance monitoring of the proposed remedial action.
NDEE has assigned this groundwater pollution event the highest remedial action class (RAC) of RAC-1. RAC numbers are used to prioritize the groundwater pollution events with one (1) being the highest priority and three (3) being the lowest priority.
NDEE is proposing the following remedial actions:
A Pre-Design Investigation (PDI) to inform the remedial design
On-site in-situ groundwater treatment to cleanup groundwater to the proposed final cleanup levels
Installation of a permeable reactive barrier to prevent further off-site migration of the contaminants in groundwater
Groundwater monitoring to evaluate the performance of the remedy
An Environmental Covenant with a provision to maintain the integrity of the building footprint to prevent direct contact exposures to COC-impacted soils
The proposed remedial actions are described in more detail in the RAP, dated February 2025 (NDEE Document ID 20250015486). Any person may submit written comments regarding the proposed remedial action and may also request a public hearing, in writing, on or before June 12, 2025. A request for a public hearing must state the nature of the issue(s) to be raised and all arguments and factual grounds supporting such position(s). If the Director grants a public hearing, the hearing will be advertised by public notice at least 30 days prior to its occurrence.
