PUBLIC NOTICE OF PUBLIC HEARING

On March 5, 2026, notice was given to the public of the Nebraska Department of Water, Energy, and Environment’s (NDWEE) intent to issue a Construction Permit to Omaha Public Power District (FID 116017), to revise annual heat input-based operating limits for the three 225-megawatt dual fuel simple cycle combustion turbines and revises carbon monoxide start-up emission limitations (Standard Industrial Classification code 4911) located at 14601 S 168th St., Gretna, Sarpy County, Nebraska. The public notice was provided in accordance with Chapter 10 of Nebraska Administrative Code Title 129 – Nebraska Air Quality Regulations (Title 129).
A public hearing was requested for the proposed permit decision.
Notice is now given pursuant to Title 129, Chapter 10, Section 005, and Title 115 – Rules of Practice and Procedure, that the NDWEE will hold a public hearing on the proposed permit. The public hearing will be held on Tuesday, April 7, 2026, beginning at 6:00pm at the Holiday Inn Express, 16175 Stevens Point, Gretna, Nebraska.
All interested persons may attend and testify verbally or by written submission at the public hearing. Interested persons should provide notice in advance to attend or testify at the public hearing by contacting the Air Quality Construction Permits Section via email to DWEE.airquality@nebraska.gov, via mail to 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska 68521, or by telephone at (402) 471-2189, not later than 5:00 P.M. CT, April 6, 2026.
The proposed permit and supporting materials are available for inspection at the office of the NDWEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.nebraska.gov.
All persons, including the applicant, who believe any condition of the draft permit is inappropriate or that the Director’s tentative decision to issue the air quality construction permit is inappropriate, must raise all reasonably ascertainable issues and submit all reasonably available argument supporting their position by the close of the public hearing.
