PUBLIC NOTICE

Notice is given to the public, according to Chapter 10 of Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an Acid Rain permit to Omaha Public Power District – Nebraska City Station (FID # 58343) to include sulfur dioxide (SO2) emission requirements for the operation of two coal-fired boilers, located at 5264 L Road, Nebraska City, Otoe County, Nebraska.

The permit renewal states standard requirements that apply to the coal-fired boilers Units 1 and 2 and specifies compliance plans for SO2 emissions.  The compliance option chosen by OPPD was to hold allowances equal to or greater than the total amount of SO2 emitted in tons.  An allowance in the Acid Rain Program is equal to one ton of SO2 emitted.  OPPD also submitted an Acid Rain Permit Phase II NOx Compliance Plan Renewal for Nebraska City Station’s Unit 1.  The Acid Rain Permit renewal incorporates the Group I boilers NOx emission limitation of 0.46 lb/MMBtu of heat input on an annual average basis for Group I, Phase II tangentially fired boilers.  The term of the proposed permit is five (5) years.

Otoe County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Otoe County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.

The proposed permit and supporting materials are available for inspection by the public Tuesday, November 4th, 2025 through Friday, December 5th, 2025at the office of the NDWEE, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521, and electronically at https://dwee.nebraska.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
