Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Omaha Public Power District – Turtle Creek Station (FID 116017), an electric generation facility (Standard Industrial Classification code 4911) located at 14601 S 168th St., Gretna, Sarpy County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 16.91 tpy of Particulate Matter (PM); 17.04 tpy of PM ≤ 10 microns (PM10); 17.04 tpy PM ≤ 2.5 microns (PM2.5); 2.17 tpy Sulfur Dioxide (SO2); 131.11 tpy Oxides of Nitrogen (NOX); 204.34 tpy Carbon Monoxide (CO); 23.63 tpy Volatile Organic Compounds (VOC); 1.56 tpy of Formaldehyde; and 2.67 tpy total Hazardous Air Pollutants (HAPs).
Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.
The Department proposes to issue a construction permit with specific conditions, based on Title 129, which approve the construction of a 225-megawatt dual fuel simple cycle combustion turbine, a 5.3 MMBtu per hour natural gas heater (dew point heater), a 1,250-kilowatt diesel fired emergency generator, two (2) 700,000-gallon fuel oil storage tanks, and a 1,260-gallon diesel storage tank.
The proposed permit and supporting materials are available May 28, 2025 through July 1st, 2025 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.nebraska.gov. Comments received by the Department during this period will be considered prior to the final decision. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
