NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Water, Energy, and Environment (DWEE) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit for Omaha Public Power District (OPPD), 444 S. 16th Street Mall, Omaha, NE for the OPPD North Omaha Station, 7475 Pershing Drive, Omaha, NE (NPDES#NE0000621; SIC 4911). This facility is a fossil fuel steam electric power generating station. Non-contact water discharges through Outfall 001 and process wastewater discharges through Outfall 008 to the Missouri River; Segment MT1-10000 in the Missouri Tributaries River Basin. Coal ash landfill storm water drainage discharges through Outfall CL1 and reverse osmosis reject water discharges through Outfall R01 to the Missouri River, if required. Outfall D01, ground water dewatering from around the process pond and ash landfill drainage pond, discharges to the Missouri River via the Minne Lusa Ditch. Modifications include the addition of Outfall PW1 for the discharge of bottom ash transport purge water; the discharge of bottom ash purge water via Outfall 008 is prohibited beginning January 1, 2026; and change to the compliance schedule dates. The modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at DWEE’s Lincoln Office, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521, between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. Written comments, objections, and/or hearing requests concerning permit issuance may be submitted to NPDES and State Permits Section, Nebraska Department of Water, Energy, and Environment, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521; before the comment period ending date of September 7, 2025. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
