Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Omaha Public Power District (OPPD) – Cass County Station (FID 70919) for the modification of two existing simple-cycle combustion turbines and the construction of three new simple-cycle combustion turbines, three new dewpoint heaters, a new emergency generator, a new fire pump engine, six new diesel storage tanks, new paved haul roads, and eleven new circuit breakers containing sulfur hexafluoride at an electric generation peaking facility (Standard Industrial Classification code 4911 – Electric Services) located at 3520 Mill Road, Plattsmouth, Cass County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 58.98 tpy of Particulate Matter (PM); 58.79 tpy of PM ≤ 10 microns (PM10); 58.82 tpy PM ≤ 2.5 microns (PM2.5); 8.47 tpy Oxides of Sulfur (SO2); 506.65 tpy Oxides of Nitrogen (NOX); 1,388.45 tpy Carbon Monoxide (CO); 142.01 tpy of Volatile Organic Compounds (VOC); -0.42 tpy of Formaldehyde; and 5.48 tpy of Total Hazardous Air Pollutants (HAPs).
Cass County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.
The Department proposes to issue a construction permit with specific conditions, based on Title 129 amended September 28, 2022, which permits the modification of an electric peaking station, which includes simple-cycle combustion turbines and support equipment such as dew point heaters, diesel storage tanks, haul roads, an emergency generator, an emergency fire pump, piping components, and circuit breakers. Emission units associated with this project are subject to Best Available Control Technology (BACT) requirements, which include the construction and implementation of control equipment such as low-NOX burners, water injection, leak detection programs, and a fugitive dust control plan. The simple-cycle combustion turbines also have performance testing requirements to verify manufacturer’s emissions guarantees, monitoring requirements during startup and shutdown operations, and operational limitations for steady-state and startup and shutdown operations.
The proposed permit and supporting materials are available May 28th, 2025 through June 30th, 2025 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
