NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to modify the National Pollutant Discharge Elimination System (NPDES) permit to Mid America Agri Products/Wheatland, LLC, PO Box 110, Madrid, NE (NPDES# NE0134295; SIC 2869). The dry grain milling ethanol facility discharges process and non-process wastewater through Outfall 001 to an undesignated segment of Stinking Water Creek, Segment RE3-20220, in the Republican River Basin. Modifications include the addition of a CO2 Liquefaction process resulting in the discharge of process wastewater being added to Outfall 001. Changes are also made to the frequency of monitoring and reapplication test requirements. The modification will not change the expiration date of the permit and will continue to restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521, between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. Written comments, objections, and/or hearing requests concerning permit issuance may be submitted to NPDES and State Permits Section, Nebraska Department of Environment and Energy, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521; before the comment period ending date of May 31, 2025. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
