Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Lindsay Irrigation Solutions, LLC (FID# 53676) for the construction of replacement shot blasters, zinc metallizer, tube mill, and two new furnaces (Standard Industrial Classification code 3523) located at 214 E. 2nd Street, Lindsay, Platte County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed operations at this facility will be: -4.00 tpy of Particulate Matter (PM); -4.00 tpy of PM ≤ 10 microns (PM10); -4.00 tpy PM ≤ 2.5 microns (PM2.5); 0.57 tpy Oxides of Nitrogen; 1.09e-02 tpy Sulfur Dioxide; and 1.52 tpy Carbon Monoxide.
The project location in Platte County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Platte County meets the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The Department proposes to issue a construction permit with specific conditions, based on Title 129 as amended September 28, 2022, which specifies emissions limitations for replacement equipment (e.g. shot blaster, tube mill) and operational requirements for new control equipment installed on the replacement units.
The proposed permit and supporting materials are available Tuesday, December 3rd, 2024 through Friday, January 3rd, 2025 at the NDEE, 245 Fallbrook Blvd Suite 100, Lincoln, Nebraska, and electronically at https://dee.nebraska.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
