PUBLIC NOTICE

Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Green Plains Central City, LLC (FID 82836), an existing Alcohol (Ethanol) Manufacturing Facility (Standard Industrial Classification code 2869) located at 214 20th Street, Central City, Merrick County, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed Construction at this facility will be: 0.12 tpy Volatile Organic Compounds; 3.70 * 10-03 tpy of Acetaldehyde; 6.47 * 10-03 tpy total Hazardous Air Pollutants (HAP’s).

Merrick County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species. 

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which is to add a Carbon Sequestration Facility that is to compress the CO2 (along with other constituents) and send to a pipeline for underground storage. This permit also prescribes testing and recordkeeping requirements.

The proposed permit and supporting materials are available Wednesday, June 18th, 2025 through Monday, July 21st, 2025 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska 68521 and electronically at http://dee.nebraska.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered.  During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing.  The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
