for Grand Island Platte Generating Station Fossil Fuel Combustion Ash Landfill
under consideration by the
Nebraska Department of Environment & Energy
PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environment & Energy (NDEE) has received an application to renew the permit of Grand Island Platte Generating Station Fossil Fuel Combustion Ash Landfill, 1035 West Wildwood Drive, Grand Island, NE 68802. After review of the permit application, a preliminary determination has been made to recommend renewal of the permit. The term of the permit shall be five years.
FACILITY DESCRIPTION. The permit allows the operation of an existing fossil fuel combustion ash disposal area under Nebraska's solid waste management laws and regulations. The fossil fuel combustion ash disposal area shall dispose of fossil fuel combustion ash which, by definition, shall mean fly ash, bottom ash, slag, and flue gas emission control ash generated from utility plants or other facilities in which coal is the primary fuel source.
FACILITY LOCATION. The property is located approximately 2 miles south of Grand Island, Nebraska. The legal description of Grand Island Platte Generating Station Fossil Fuel Combustion Ash Landfill is NW ¼ Section 9 Township 10N Range 9W of the 6th Principal Meridian, Hall County, Nebraska.
MAJOR MODIFICATION. This permit renewal includes a major modification to revise the final cover grades in order to manage and maintain the ash stockpiles for beneficial use under the permitted final grades. The side slopes have been steepened to accommodate the increased height needed for the stockpiles. The modification of final cover grades results in a capacity of 120,000 cubic yards for CCR (previously 49,000 cubic yards). Updated drawings, final cover calculations, and disposal capacity are included.
OPPORTUNITY FOR PUBLIC COMMENT AND HEARING. The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit renewal. Public comments and hearing requests shall be made to: Daniel LeMaistre, Waste Permit Section Supervisor, Nebraska Department of Environment & Energy, P.O. Box 98922, Lincoln, NE 68509-8922. The NDEE will make a final decision to renew or deny the permit based on the permit application, the compliance status of Grand Island Platte Generating Station Fossil Fuel Combustion Ash Landfill, and public comment received. NDEE will notify the applicant and other interested persons.
COMMENT PERIOD. All comments or requests for a hearing must be postmarked by June 4, 2025.
