NOTICE OF INTENT TO MODIFY PERMIT# NE0120995

for City of Lincoln Bluff Road Municipal Solid Waste Landfill 

under consideration by the

Nebraska Department of Environment & Energy

 

PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Environment & Energy (NDEE) has received an application to modify the permit for the City of Lincoln Bluff Road Municipal Solid Waste Landfill.  After review of the modified permit application, a preliminary determination has been made to recommend issuance of the permit modification.

 

FACILITY DESCRIPTION.  The permit allows the operation of an existing Municipal Solid Waste Landfill under Nebraska's solid waste management laws and regulations.  The landfill shall receive household waste, alone or in combination with other types of wastes such as commercial solid waste, industrial waste, nonhazardous sludge, or conditionally exempt small quantity generator waste, and which is not a land application unit, surface impoundment, injection well, or waste pit.

 

MODIFICATION:  This major modification is intended to take advantage of current and anticipated future settlement and consolidation of waste that naturally occurs at all municipal solid waste landfills.  Calculations using site-specific and peer reviewed waste & soil properties were performed to determine a volume of waste, at a specific elevation, that would consolidate/settle within a 5-year window.  Although the mass of waste placed in the landfill will increase, the final permitted volume of the landfill will not change due to this modification.  The maximum waste placement elevation will temporarily increase above final site elevations before consolidating and settling to the final permitted elevation at the end of the 5-year window.  Closure areas 5-8 will be part of this modification project.  This permitting action also includes contingencies for the removal of excess waste should consolidation/settlement not occur as predicted.

 

FACILITY LOCATION.  The property is located at 6001 Bluff Road, Lincoln, NE which is approximately 2½ miles north of Lincoln on Highway 77.  The legal description of the City of Lincoln Bluff Road Municipal Solid Waste Landfill is Section 21 and the N ½ N ½ Section 28, Township 11 North, Range 7 East of the 6th Principal Meridian, Lancaster County, Nebraska.

 

OPPORTUNITY FOR PUBLIC COMMENT AND HEARING.  The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit renewal.  Public comments and hearing requests shall be made to: Daniel LeMaistre, Waste Permit Section Supervisor, Nebraska Department of Environment & Energy, P.O. The NDEE will make a final decision to issue or deny the permit modification based on the permit application of the City of Lincoln Bluff Road Municipal Waste Disposal Area, and public comment received. NDEE will notify the applicant and other interested persons.

 

COMMENT PERIOD.  All comments or requests for a hearing must be postmarked by March 22, 2025.
