Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Chief Ethanol Fuels, Inc. - Hastings (FID 58049), an ethanol plant capable of processing approximately 80 million gallons of denatured ethanol annually (Standard Industrial Classification code 2869), and CC Hastings Capture Company, LLC (FID 121646), an adjacent carbon capture facility designed to capture the carbon dioxide produced by the fermentation process (Standard Industrial Classification code 4619), located at 4225 East South Street, Hastings, Adams, Nebraska for the replacement of three fermentation scrubbers with one scrubber, the addition of a carbon capture plant, and the removal of a coal-fired boiler and associated coal handling processes. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed modification at this facility will be: -12.31 tpy of Particulate Matter (PM); -22.15 tpy of PM ≤ 10 microns (PM10); -6.56 tpy PM ≤ 2.5 microns (PM2.5); -307.85 tpy Sulfur Dioxide; -133.20 tpy Oxides of Nitrogen; -85.17 tpy Carbon Monoxide; 5.58 tpy Volatile Organic Compounds; -0.01 tpy of Acetaldehyde; and -1.96 tpy total Hazardous Air Pollutants (HAP).
Adams County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.
The Department proposes to issue a construction permit with specific conditions, based on Title 129, for the replacement of the three existing fermentation scrubbers (C-1401, C-21402, C-31402) with one fermentation scrubber (C-41402). The new scrubber will control the emissions previously routed to all three scrubbers. This permitting action includes the construction of a carbon capture facility. The new scrubber will be capable of routing the vapor stream leaving the scrubber to the capture facility or to the atmosphere. The capture facility will remove carbon dioxide from the vapor stream, while the remaining emissions will be released from the reboiler still vent (EP-CC-03). The permitting action will include the removal and decommissioning of the coal-fired boiler (EU-15), as well as the associated coal handling processes (EP-14, EP-33, EP-34, EP-35, EP-36).
The proposed permit and supporting materials are available Friday, April 4th, 2025 through Tuesday, May 6th, 2025 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
