PUBLIC NOTICE

Notice is given to the public, according to Chapter 10 of Title 129 - Nebraska Air Quality Regulations as amended September 28, 2022, that the Department is proposing to issue a Class II Synthetic Minor operating permit to Chadron State College (FID #7828), for the operation of two wood-fired and two-natural gas fired steam-generating boilers (Standard Industrial Classification code 8221) located at 1000 Main Street, Chadron, NE 69337. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 39.40 tpy of Particulate Matter (PM), 40.20 tpy of PM ≤ 10 microns (PM10), 25.85 tpy PM ≤ 2.5 microns (PM2.5), 2.99 tpy Sulfur Dioxide, 93.16 tpy Oxides of Nitrogen, ≤ 99.00 tpy Carbon Monoxide, 4.03 tpy Volatile Organic Compounds, 2.10 tpy of Hydrogen Chloride (largest quantity individual Hazardous Air Pollutant (HAP)), 5.21 tpy total HAPs, and 69,803.23 tpy Greenhouse Gases CO2 equivalents (CO2e).
 

Dawes County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Dawes County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions expected from this project. No impact is anticipated on habitat for any rare or threatened species.
 

The NDEE proposes to issue a Class II operating permit with specific conditions, based on Title 129; which limits emission unit fuel type, and fuel throughput; requires the source to comply with New Source Performance Standard (NSPS) in 40 CFR 60, Subparts A, and Dc; requires the source to comply with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) in 40 CFR 63, Subparts A, and JJJJJJ; specifies testing requirements for various equipment; specifies inspection, operation, maintenance, and monitoring requirements; and specifies recordkeeping and reporting requirements. 
 

The proposed permit and supporting materials are available for inspection by the public Tuesday, November 26th, 2024 through Friday, December 27th, 2024 at the office of the NDEE, 245 Fallbrook Boulevard, STE 100, Lincoln, Nebraska, and electronically at https://dee.nebraska.gov. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
