Notice is given to the public, according to Chapter 14 of Title 129 – Nebraska Air Quality Regulations as amended March 29, 2020 and Chapter 10 of Title 129 - Nebraska Air Quality Regulations as amended September 28, 2022, that the Department is proposing to issue a Class I operating permit to Cargill, Incorporated (FID # 57902) for operation of corn wet milling facility (Standard Industrial Classification code 2046 and 2869) located at 650 Industrial Park Drive, Blair, Washington County, Nebraska. The increase of potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility for this significant modification will be: 4.99 tpy Particulate Matter (PM), 4.81 tpy PM ≤ 10 microns (PM10), 4.78 tpy PM ≤ 2.5 microns (PM2.5), 24.27 tpy Volatile Organic Compounds, 2.35 tpy Hydrogen Sulfide (H2S), 2.33 tpy Acetaldehyde, 0.41 tpy Acrolein, 2.79 tpy Formaldehyde, 6.13 tpy Hexane, 0.33 tpy Methanol, and 12.24 tpy total HAPs.
Washington County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Washington County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no TRS emissions are expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The NDWEE proposes to issue a Class I operating permit significant modification with specific conditions, based on Title 129, which authorizes requirements for new control equipment and specifies emission limitations, testing and monitoring for the sulfur oxidation tanks at the existing wastewater treatment plant; the operation of Wastewater Treatment Plant #3, Wastewater Treatment Plant #4, and Empyreal transloading using portable equipment; specifies inspection, operation, maintenance, and monitoring requirements; and specifies recordkeeping and reporting requirements. The operating permit significant modification also removes the requirements for EP-WW2 (previous control device for sulfur oxidation tanks).
The proposed permit and supporting materials are available for inspection by the public Thursday, December 11th, 2025, through Monday, January 12th, 2026, at the office of the NDWEE, 245 Fallbrook Boulevard, STE 100, Lincoln, Nebraska 68521 and electronically at http://dee.ne.gov. Only those provisions that are being revised by this permit action are open for comment at this time. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.

Any such petition shall be based only on objections to the permit that were raised with reasonable specificity during the 30-day comment period, unless the petitioner demonstrates that it was not practicable to raise such objection within such period.
