New Sewage Sludge Incinerators - Subpart LLLL

This subpart applies to:

1. Sewage sludge incinerators that commenced construction after Oct 14, 2010, or modification after Sept 21, 2011.

Physical or operational changes made to the SSI to comply with NSPS MMMM do not constitute a modification under this subpart.

Sewage Sludge Incinerator (SSI) unit Definition:

• An incineration unti combusting sewage sludge for the purpose of reducing the volume of the sewage sludge by removing combustible matter. SSI design includes fluidized bed and multiple hearth.
• Includes, but is not limited to, the sewage sludge feed system, auxiliary feed system, grate system, flue gas system, waste heat recovery equipment, and bottom ash system and all ash handling systems connected to the bottom ash system.
• Does not include air pollution control equipment or the stack.

Sewage Sludge Definition:

• Solid, semi-solid, or liquid residue generated during the treatment of domestic sewage in a treatment works.
• Includes, but is not limited to, domestic septage; scum or solids removed in primary, secondary, or advanced wastewater treatment processes; and a material derived from sewage sludge.
• Does not include ash generated during the firing of sewage sludge in a sewage sludge incineration unit or grit and screenings generated during preliminary treatment of domestic sewage in a treatment works.

Not subject to this Subpart:

• Combustion units that incinerate sewage sludge and are not located at wastewater treatment facilities designed to treat domestic sewage sludge.
