This subpart applies to:

1. Affected facilities in metal surface coating operations that commence construction, modification, or reconstruction after Jan 5, 1981.

Affected facilities:

1. Prime coat operations;
2. Finish coat operations;
3. Prime and finish coat operations combined when the finish coat is applied wet on wet over the prime coat and both coatings are cured simultaneously.
