Applicability

eCFR Subpart KK [ecfr.gov]

This subpart applies to:

  1. Major Sources of HAPs* that operate publication rotogravure, product and packaging rotogravure, or wide-web flexographic printing presses.


*Major Sources of HAPs emit or have the potential to emit:

  • ≥ 10 tons/year of any single HAP; or
  • ≥ 25 tons/year of total HAPs.
  • Area Sources emit less than Major Sources.


Partial Exemptions:

  1. Major Sources that commit to limits that reduce their HAP emissions are subject only to reporting and recordkeeping requirements.
    1. Use < 9.1 Mg (10 tons) per each rolling 12-month period of each HAP at the facility.
    2. Use < 22.7 Mg (25 tons) per each rolling 12-month period of any combination of HAP at the facility.
