SCOPE OF SERVICE

2024 Invitation for Lead Service Line Cash Fund Workforce Training Program


Lincoln, NE. — The Nebraska Department of Environment and Energy (NDEE) will begin accepting Letters of Interest for the Lead Service Line Cash Fund Grant Program - Workforce Training Grant program.

 

Pursuant to Neb. Rev. Stat. § 71-5328(2) “The Lead Service Line Cash Fund is created. The fund shall be administered by the department. The fund shall consist of funds transferred by the Legislature. The fund shall be used for grants under subsections (3) and (4) of this section. Wherein the NDEE “shall utilize not more than twenty percent of the money in the Lead Service Line Cash Fund for the purposes of providing grants to qualified labor training organizations” to provide labor training or any educational programming expenditures necessary to provide the proper trade skills necessary for laborers and plumbers to replace lead service lines. Under Neb. Rev. Stat. § 71-5328(c) qualified labor training organization means any job training service provider headquartered in the State of Nebraska with a demonstrated history of providing workforce training relevant to the skilled labor necessary for the removal and replacement of lead service lines.

Letters must be submitted to the NDEE office in Lincoln by 5:00 PM December 21, 2024.

 

ESTIMATED FUNDS

Up to $2,000,000

ELIGIBLE APPLICANTS

Eligibility depends on the ability of the organization to provide workforce training of individuals for all or part of the following.  Letters of Interest must assert whether the organization can or cannot provide training to individuals for the following:

 

  • Assist in lead service line replacements.
  • Assist in the repair of water mains, water service lines, valves and fire hydrants using hand and power tools.      
  • Dig ditches and holes.
  • Repair and restore streets, sidewalks, alleys and parkways.
  • Break asphalt and other pavement, using hydraulic pavement breaker, air hammer, pick and shovel.
  • Perform work as needed in the excavation of streets, alleys, curbs and sidewalks, including back-fill and temporary patching.
  • Operate and maintain backhoe and heavy equipment, power tools and hand tools.
  • Upon possession of a CDL permit, may drive various trucks to transport crew, materials, equipment, and spoils. Loads and unloads trucks as appropriate to work assignment.
  • Service, adjust and make minor repairs to equipment machines and attachments.
  • Compact excavation trenches using air, gasoline and hydraulic powered compactors.
  • Measure distances of excavation sites using tape measure and marks outline of areas to be trenched according to direction of supervisor.
  • Cut sections of pipe with a cut-off saw and removes damaged sections from the ditch. Replaces broken pipes and reconnects pipe sections using pipe sleeves or repair clamps. Inspects joints to ensure tightness and seal before backfilling.
  • Post and remove temporary street signs and notifies community members of water service disruptions caused by emergency repairs.
  • Receive and unload deliveries and supplies.
  • Safely operate medium to large vehicles and equipment while pulling short/long trailers up to 10,000 lbs with secured loads.
  • Operate other various public works/construction equipment. associated with lead service line replacements, street maintenance, ROW repair and restoration.
  • Place and finish concrete, lays and rolls asphalt, set brick pavers.
  • Other duties as to be asserted to in the letter.

 

In addition to the above, the organization will need to meet a program requirement that at least one half of any training class be initially reserved for individuals participating in the integrated framework that is TRANSFORM-NEBRASKA, for those trainees attendance will be coordinated by the Nebraska Department of Correctional Services.

GENERAL TRAINING REQUIREMENTS

MINIMUM REQUIREMENTS TO ENROLL FOR TRAINING:

  • Possession of high school diploma or GED.
  • Minimum eighteen years of age or older.
  • Ability to understand and follow oral and written instructions communicated in English.
  • Ability to perform simple addition, subtraction, multiplication and division.
  • Ability to read and communicate effectively both orally and in writing.                    
  • Ability to pass a basic written test.
    Ability to effectively communicate with the public.            
  • Ability to follow instructions and work cooperatively with others. 
  • Ability to pass a physical test.
  • Ability to pass drug and alcohol tests.


PHYSICAL REQUIREMENTS OF WORK FOR TRAINEES TO DEMONSTRATE:

  • Ability to lift parts, climb in and out of trenches, sit or stand for extended periods of time in confined spaces.
  • Ability to detect and recognize odors; focus on small and/or distant objects.
  • Frequent exposure to dangerous equipment, loud noise levels, extreme temperatures, extreme weather conditions, vibrations, poor lighting, fumes, wetness, gases, dirt, dust and odors.
  • Ability to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

     

NECESSARY SPECIAL REQUIREMENTS:

  • Possession of (or ability to obtain) a valid driver’s license and a safe driving record.
  • Ability to obtain a Class B or higher CDL license with applicable endorsements.

INELIGIBLE ACTIVITIES

Any training activities for an apprentice plumbership except if required by local code. 

FUNDING PRIORITY

Prioritization will be given for the following status/activities:
To those organizations that can commit to hosting at least 3 training events before June 30, 2025.
