January 2021 Metrics Report
Emerging Risks/Issues:
- The Superfund team received preliminary data for PFAS sampling that took place at the Scottsbluff, Alliance, Grand Island, Kearney, North Platte, and McCook airports. The data shows PFOA and PFOS, two types of PFAS, exceed the health advisory level in groundwater samples at the Scottsbluff, Grand Island, and North Platte airports. None of these samples were from drinking water sources.
- The Wastewater Onsite Section will resume paper-based exams next month while still providing the option of computer-based testing at PSI testing centers. The pass rate for the computer-based testing has been lower than the paper-based exams.
Accomplishments:
- Over 2020, the Petroleum Remediation Section saved $59,925 by eliminating oxygenate sampling. This sampling had been done since 2001 to gather data on "chemicals of interest" and is no longer needed. The section also saved $801,956 by reusing remediation equipment.
- NDEE received applications for its Clean Diesel Rebate program, including six applications to replace 10 older diesel trucks and 33 applications to replace irrigation engines with electric motors. More than $1.2 million has been requested in rebates.
- NDEE announced 2021 Water, Litter, and Scrap Tire grant awards totaling nearly $6.7 million.
Miscellaneous:
- NDEE issued the Keystone XL 401 Water Quality Certification with conditions on Jan. 5, but the Biden administration rescinded their permit on Jan 20.
- On Jan. 27 the EQC approved an amendment to the State Revolving Loan Fund Intended Use Plan for Clean Water and Drinking Water programs. Under the amendment, NDEE will begin offering a 0% interest rate and 0% administration fees for all new loans starting Feb. 1. The program has begun the process of refinancing over 30 CW loans to lower their rate to 0.5% interest and 0.5% administration fees to stay competitive with other lenders.
